Actually, more like a cam since true telesync implies that a camera with the same frame rate as the film is used. That's obviously not the case here. There is no way in hell this is from a screener. Seems all of ROAR's movies today are extremely fuzzy. They're not even VHS quality. Heck, I've seen crisper TS's. The colours are nice, but it isn't sharp.
