The story isn't that bad, the acting isn't that bad but the directing is horrible, they over use a horrible cajun/city new orleans accent with val kilmer and the department shrink and some of the things in the movie is just plain insulting and stupid. Personally i've never been in New Orleans and have seen a black man riding in an old ass Cutlass or w/e model car that is filled to the brim with enough neon lights that he could hold a disco party inside his car.
