It's either black or white. But it's still black and white. And yes the drawings in the movie were colored (quite well in fact, almost seemed real) but I found that quite irritating because it didn't fit the overall movie style. In Sin City you see highlighted (colored) objects and characters all the time but in this movie you see color when you've already seen 80% of the movie which was in black and white. But oh well...
