I’m using Windows 7 and I had the same problem at first until I ran it as administrator and I now have a 3g unlocked/jailbroken phone. Give that a try if your still locked.

I put off the iPhone for over a year and finally swallowed my pride and got an 8gig 3G one. Brought it home and ten minutes later was in love. It did everything I needed and wanted it to do - effortlessly.
