    if you have ftp, get the direct link to the file
    eg.
    ftp://LOGIN:PASSWORD@DOMAIN/PATH_TO_FILE
    ftp://add username and pw if required]@ftp.adobe.com/license.txt

    paste the link in the box under remote upload tab
    RS will fetch the file for you
