This also reminds me of Syndicate. Syndicate Wars was better though, with the fully destructable environments.

Game play is like GTA kinda but with a strategy element like simcity. graphics are ok cept for the skybox and the game can get slow even with a 8800 card however i like this one.

best i can say is it reminds me of syndicate from bullfrog.
