(simular to hiking the price of pre-mix drinks to stop kids drinking...which only boosted the sales of str8 spirits and put the dangerous task of mixing drinks in the hands of the kids)...people find away around this sort of rubbish and the work arounds often take that activity further and further away from the governments ability to regulate and control safety. Either Kevin Rudd is too dumb to realise this or he Thinks his country is to thick that away around it wont be found!

Surely this breaches some freedom to information act. A small minded, and poorly thort out scheme that devorces them of their default responsibility to catch irresponsible individuals that ruin it for the rest of us.
